If it's late shopping, you could try Millets - the outdoors/camping place on Queen Street (roughly opposite Dorothy P, Topshop, etc)
I don't know how late they're open, but they certainly have sleeping bags (& sleeping mats, which can be worth buying if you're likely to be sleeping on hard floors)
Can't think of anywhere else in central Oxford (aside from Argos which Krys mentioned)...I guess Matalans up on Between Towns Road *might* sell them?
Argos city centre isopen til 7 on every weeknight (according tot he website), the one on botley road is open til 8 every night. Slightly further but you could blag lifts, cadge taxis, etc.
Argos definitely sounds like the best bet. And they do sleeping bags starting at £7.99, according to their website, whereas Milletts etc. will probably be more expensive as they do proper camping stuff.
