Leisure centre shops - they sell them for aerobics classes etc. Otherwise try specialist sport clothing shops, but IME those from leisure centres are much more comfy and better fitting (on my non-sporty physique, anyway!).
http://www.wiggle.co.uk/ is where I've bought things before. They have a women only section. There's nothing quite so good value as I've bought in the past. But there are baggy ones as well as lycra. If you want just cycle style shorts rather than actually for serious cycling (ie not shiny and not padded) you could try Evans, they've often had them in the past.
Evans and the Edinburgh Bike Co-op both have websites and a good range. I love my Corine Dennis cycle shorts but they were a bit more expensive - I bought them when I was on my bike most days.
